House Passes Bill to Strengthen Deportation Rules for Welfare Fraud with 231-186 Vote

WASHINGTON, D.C. — April 21, 2026
The U.S. House of Representatives on Wednesday passed legislation aimed at strengthening deportation rules for noncitizens who have been convicted of or admit to welfare fraud.
The Deporting Fraudsters Act, introduced by Representative David Taylor (R-OH), passed with a vote of 231-186. All Republicans present supported the measure, while 186 Democrats voted against it. The bill amends the Immigration and Nationality Act to explicitly include fraud involving public benefits as a deportable offense.
Supporters argued that the legislation closes perceived gaps in current law and ensures that individuals who misuse taxpayer-funded programs can be removed from the country and prevented from re-entry. Opponents, primarily Democrats, contended that existing statutes already allow deportation for fraud convictions and that the new measure is redundant. Some also raised concerns about due process, suggesting the bill could permit removal before a full criminal conviction.
The vote reflects ongoing partisan divisions regarding immigration enforcement and how welfare programs intersect with federal immigration policy. Republicans have highlighted recent investigations into alleged large-scale fraud in programs such as Minnesota’s Feeding Our Future, where federal prosecutors have charged nearly 100 individuals in connection with up to $9 billion in misused funds. Democrats have pushed back, arguing that the bill risks overreach and could deter legitimate reporting or participation in assistance programs.
The legislation now moves to the Senate, where its prospects are uncertain given the chamber’s procedural requirements and divided composition. Similar measures have faced resistance in the upper chamber in recent sessions.
The debate occurs amid broader national discussions on immigration enforcement, the integrity of benefit programs, and the allocation of federal resources. Both parties have cited fiscal responsibility and fairness as core concerns, though they differ sharply on the appropriate legislative response.
