Prime Minister Mark Carney is observing from the sidelines as a corruption scandal concerning the Gordie Howe International Bridge engulfs Washington, with Congress now requesting records and the narrative turning decisively against the Trump administration.
The Canadian leader has not escalated. He has not needed to. The story that once threatened to embarrass Ottawa is now unfolding entirely within the American capital, as investigators probe whether federal power was used to protect the private interests of a billionaire Trump donor.
“What is particularly important, of course, is the commerce and the tourism and the voyages of Canadians and Americans that will go across that bridge,” Carney told reporters recently, displaying a calm that stood in stark contrast to the chaos emanating from Washington.
The backstory is now familiar to political insiders on both sides of the border. On February 9, Donald Trump took to social media with a furious threat to block the opening of the Gordie Howe International Bridge — a $6.4 billion project financed almost entirely by Canada — unless the United States received “fairness and respect”.
What Trump did not mention was that hours before his outburst, billionaire Matthew Moroun — whose family has owned the competing Ambassador Bridge for nearly a century — met with U.S. Secretary of Commerce Howard Lutnick in Washington. The Morouns have spent decades opposing the new bridge, which is expected to cut into their toll revenue.
The donation trail has proven even more damaging. Records show Moroun gave $1 million to MAGA Inc., a Trump-aligned super PAC, on January 16 — just 24 days before Trump’s social media attack on the bridge. He has also contributed more than $1.2 million to the Republican National Committee since Trump’s first term.
“Wow,” Brendan Fischer of the Campaign Legal Center wrote on X after identifying the donation. “New FEC reports show billionaire Matt Moroun gave Trump’s super PAC $1 million last month”.
The optics could hardly be worse for the White House. A billionaire donor meets with a cabinet secretary. Hours later, the president issues a threat targeting that donor’s business competitor. Congress is now demanding emails, call logs, and all records related to the meeting.
House Democrats have launched an investigation. Ranking Member Robert Garcia and Representative Rashida Tlaib, whose district includes the Ambassador Bridge, are demanding answers from Moroun and Lutnick.
“President Trump’s wealthy donors should not be holding secret meetings with Administration officials to influence economic and foreign policies that have real impacts on the American people,” Garcia said.
Tlaib, who has battled the Moroun family for years over working conditions and safety at the Ambassador Bridge, was even blunter: “It is flatly unacceptable and undeniably corrupt for a wealthy donor to dictate our foreign and economic policy in order to protect their own personal business interests”.
Carney, for his part, has handled the situation with a mix of diplomacy and subtle mockery. When Trump made false claims about the bridge — including that it was built with “virtually no U.S. content” — Carney personally called the president to correct the record.
“I told him that obviously there’s Canadian steel and Canadian workers, but also U.S. steel, U.S. workers that were involved,” Carney said. The bridge used steel and labor from both countries, with 8,000 of the 15,000 workers coming from the United States.
The Prime Minister also took a moment to needle Trump on an entirely different matter. He told the president that Canada’s women’s hockey team would beat the Americans in their Olympic matchup. “It’s a big game today and we’re going to win,” Carney said with a smile.
That moment — a Canadian leader calmly correcting the record and talking hockey while Washington descended into scandal — has become emblematic of Carney’s approach. He has not needed to attack. He has simply let the story tell itself.
The political fallout is only beginning. Congress is now demanding records. Trump’s own past statements — including a 2017 joint declaration with then-Prime Minister Justin Trudeau praising the bridge as “a vital economic link” — have resurfaced to haunt him.
The White House has defended the president, with spokesman Kush Desai insisting that “the only special interest guiding President Trump’s decision-making is the best interest of the American people”. But the sequence of events — donation, meeting, threat — has proven difficult to explain away.
For Carney, the unfolding scandal represents a strategic gift. The bridge will open. Canadian interests will be protected. And the questions about corruption are now being asked in Washington, not Ottawa.
“The situation will be resolved,” Carney said in French, displaying a confidence that his counterparts across the border cannot currently muster.
As one veteran diplomat put it: “The greatest leverage is sometimes the leverage you don’t have to use. Carney hasn’t needed to escalate because the story has escalated itself. And right now, that story is not flattering to the man who tried to tell it.”
