Capitol Police Arrest Protester Amid Redistricting Debate

The proposal divides Shelby County into three congressional districts and Nashville into three districts as well. The Democratic alternative, which would have kept the current boundaries of Memphis and Nashville, failed in committee. The Republican-supported map passed the House Congressional Redistricting Committee and the House Finance, Ways and Means Committee, and later advanced through the Senate Judiciary Committee and Senate Finance Committee.

Related measures also progressed, including a bill to change the filing deadline for candidacy and another to repeal an earlier law prohibiting redistricting between federal censuses.

Law enforcement at the Tennessee State Capitol had to physically remove protesters who refused to leave the chamber and maintain order. Video footage of officers dragging individuals from the building went viral. The man arrested was KeShaun Pearson, brother of Democratic state Representative Justin J. Pearson, who has previously been involved in protests at the Capitol. Pearson was removed during the disorder surrounding the redistricting debate.

Republican leaders argued the overhaul complies with recent U.S. Supreme Court rulings limiting the use of race as a primary factor in redistricting while allowing states broad authority to draw maps based on partisan considerations. Tennessee House Speaker Cameron Sexton said in a statement, “Tennessee joins other red and blue states in redrawing their congressional maps. The Supreme Court has opined that redistricting, like the judicial system, should be color-blind. The decision indicated states can redistrict based off partisan politics.”

Democrats and voting-rights advocates immediately criticized the proposal, accusing Republicans of aggressively targeting minority-heavy urban areas in Nashville to eliminate Democratic representation. The current map includes one Democratic district centered in Nashville; the new proposal would distribute those voters across multiple Republican-leaning districts.

The Tennessee action is part of a broader national redistricting conflict. Completed maps in other states have already resulted in a net gain of approximately eight House seats for Republicans, including four in Florida, five in Texas, two in Ohio, one in North Carolina, and one in Missouri. Democrats have secured gains of five seats in California and one in Utah. Pending maps in states such as Alabama, Louisiana, Mississippi, and now Tennessee could further expand the Republican advantage, with some analysts projecting up to 18 total gains for the GOP compared with approximately six for Democrats.

The developments follow the Supreme Court’s decision in Louisiana v. Callais, which narrowed the application of Section 2 of the Voting Rights Act and restricted the creation of majority-minority districts when race is the primary consideration. Republican-led legislatures in several Southern states have interpreted the ruling as providing greater flexibility to draw maps based primarily on partisan data.

Democrats are simultaneously trying to preserve favorable maps in states such as Virginia, where court challenges could reverse recently approved boundaries that currently benefit them. The narrow Republican majority in the U.S. House makes every potential seat highly significant for the 2026 cycle.

Mid-decade redistricting, historically rare outside the post-census period, has become more common due to narrow congressional margins, favorable court precedents, and intense partisan competition.
