OTTAWA — For years, former President Donald J. Trump gave speeches, signed executive orders, and hosted summits with one stated goal: to place the United States at the center of the global critical minerals supply chain. But he missed a shocking reality.
Canada holds 10 of NATO’s 12 essential defense minerals — from nickel and cobalt to lithium, uranium, graphite, and rare earth elements. And now, Ottawa is seizing the moment, leaving Washington stunned and scrambling.
The flashpoint is the upcoming KSMA talks — the U.S.-Canada Critical Minerals and Strategic Alliance negotiations — scheduled for July 1. Unlike Mexico, which reportedly conceded key terms before formal discussions even began, Canada is keeping the power to decide on its own terms.
“We are not a junior partner,” said François-Philippe Champagne, Canada’s Minister of Innovation, Science and Industry, in an interview. “We are an indispensable ally. And we will not be dictated to.”
The timing could not be more explosive. With global demand for critical minerals projected to skyrocket by 500 percent over the next decade, control over these resources is no longer a niche industrial concern. It is the key to controlling the future of technology, defense, and clean energy worldwide.
Trump, who has privately expressed frustration with Canada’s posture according to three former administration officials, spent years championing “energy dominance” and “resource independence.” But those slogans collided with a geological fact: the United States simply does not have what Canada has.
The Pentagon has quietly acknowledged this reality. A 2023 defense department report identified 12 minerals as “critical to national security.” Canada produces or holds reserves of 10 of them. The United States, by contrast, produces only three in meaningful quantities.
“That changes the power dynamic entirely,” said Dr. Sarah Ladislaw, a former U.S. special envoy for energy. “The United States needs Canada far more than Canada needs the United States in this specific arena. That is not hyperbole. That is geology.”
The KSMA talks were originally envisioned as a friendly negotiation between allies. But behind closed doors, the atmosphere has hardened. Canada is demanding guaranteed access to U.S. defense contracts, technology-sharing agreements, and a veto over any third-party mineral sales from Canadian soil.
Washington, caught off guard by Ottawa’s assertiveness, has sent a delegation led by Commerce Secretary Gina Raimondo to Ottawa next week. Insiders describe the mission as “damage control.”
Mexico’s early concession has become a cautionary tale. Canadian negotiators watched as Mexico agreed to pre-negotiation terms that locked it into lower pricing and limited technology transfer. “They folded before the game began,” one Canadian official said. “We will not make that mistake.”
The next 85 days, leading up to the July 1 deadline, will decide who truly holds the upper hand. If Canada succeeds, it will cement itself as the undisputed gatekeeper of North America’s mineral future. If Washington prevails, the status quo — American dominance over Canadian resources — will continue.
But the geopolitical stakes extend far beyond North America. China currently controls more than 70 percent of global refining capacity for rare earth elements. Both the United States and Canada have pledged to break that stranglehold. The question is: on whose terms?
Trump, now the Republican front-runner for 2028, has reportedly told allies that Canada is “playing hardball” and that he would “not be pushed around.” But his options are limited. Tariffs would backfire. Military leverage is unthinkable against an ally.
For Prime Minister Justin Trudeau and his Liberal government, the mineral moment is both an opportunity and a risk. Overplaying their hand could fracture the alliance. But playing too softly could squander Canada’s once-in-a-generation advantage.
One thing is already clear: the era of American unilateralism in critical minerals is over. Canada has drawn a line. And Washington, for the first time, is the one treading carefully.
