Canada Bypasses U.S. Ports for Grain Exports to Mexico, Shaking North American Trade

In a move that has disrupted agricultural markets and caught the Trump administration unprepared, Canada has quietly redirected millions of tons of prairie grain—primarily wheat and canola—away from established transshipment routes through the United States.
This decision, confirmed by three Canadian government officials who spoke anonymously, completely bypasses U.S. ports. Instead, grain is now transported via expanded rail links to the Port of Veracruz and other Mexican terminals under a new trilateral logistics agreement.
The impact on American exporters was immediate. Corn futures fell by 4 percent. Soybean basis prices weakened across the Midwest. In Washington, a political uproar began over what many are calling Canada's most disruptive trade action since the 1980s.
For decades, the United States served as the primary corridor for Canadian grain bound for global markets. Railcars from Saskatchewan would cross into North Dakota or Minnesota, where the grain was transferred to barges or export elevators in Gulf ports like New Orleans and Houston.
This arrangement generated billions of dollars in fees, freight revenue, and port jobs for the American heartland. That is no longer the case. The new Canada–Mexico grain corridor, secretly negotiated over the past 18 months, completely excludes the United States.
Ottawa's official explanation is logistical, not political. "We are protecting Canadian farmers from supply chain vulnerabilities," Prime Minister Mark Carney stated at a press conference in Winnipeg on Thursday. "Diversification is not an act of aggression. It is common sense."
However, the timing was far from neutral. The grain diversion was announced just days after the Trump administration threatened to reimpose 25 percent tariffs on Canadian dairy and lumber—another chapter in the ongoing North American trade dispute.
